Tropico 2: Pirate Cove changes the series’ usual island dictatorship into a pirate settlement ruled by a powerful Pirate King. The island’s economy depends on raids, captured workers, hidden treasure, and keeping a population of unruly pirates satisfied enough to continue sailing.
Pirates and captives have very different needs. Pirates demand entertainment, alcohol, gambling, and other pleasures, while captive workers keep farms, workshops, and essential services operating behind the scenes.
How the Gameplay Works
Players construct docks, taverns, gambling halls, farms, workshops, housing, prisons, and other buildings while assigning workers to maintain the pirate economy. Ships are crewed and sent on raids to steal gold, goods, and captives from surrounding sea routes.
Fear and order must be balanced so captives do not escape while pirates remain loyal. Captains gain experience, ships can be improved, and successful raids provide the treasure needed to expand the island.
