Tropico 4 Complete is an expanded island management package where El Presidente builds a Caribbean nation while handling citizens, trade, disasters, elections, political factions, and relationships with foreign powers. The Complete edition combines the main game with its expansions and additional downloadable content.
The economy can be shaped around agriculture, mining, manufacturing, tourism, or mixed industries. Political pressure grows as the island develops, and different factions demand policies that may conflict with each other.
How the Gameplay Works
Players place housing, workplaces, roads, schools, hospitals, entertainment, power infrastructure, tourist facilities, and government buildings. Imports and exports help balance shortages and income, while ministries unlock additional government actions.
