Cities in Motion 2 expands the public transportation management concept with larger modern cities, more flexible road construction, dynamic urban growth, and deeper scheduling tools. Players operate a transport company and attempt to create profitable networks while responding to the changing travel patterns of residents.

Unlike the first game, successful transportation can directly influence how a city develops. New residential and commercial areas can emerge around effective connections, while poorly served districts may struggle. The Collection provides the base experience together with additional downloadable content that broadens the selection of vehicles and scenarios.

How the Gameplay Works
Players create bus, trolleybus, tram, metro, and waterbus routes, purchase vehicles, construct depots, and organize lines across the city. Timetables can be adjusted so services operate differently depending on the time of day, helping manage commuter rush hours without running unnecessary vehicles during quieter periods.

Ticket zones, fares, operating costs, passenger satisfaction, and traffic conditions all affect profitability. Roads can be constructed to reshape the network itself, while multiplayer allows several transport companies to operate within the same city.
