About This Game:
Rule the Waves 3 is a detailed naval strategy and warship-design simulation covering decades of technological change from the pre-dreadnought era into the missile age. Players lead a nation’s navy and make decisions involving budgets, fleet construction, research priorities, deployments, diplomacy, and naval warfare.
Its focus is less on visual spectacle and more on the complex decisions behind designing and maintaining a capable fleet as technology and international threats evolve.
How the Gameplay Works
Players design ships by choosing displacement, armor, speed, weapon layout, machinery, fire control, and later technologies such as radar, aircraft systems, and missiles. Designs must fit practical limits and available naval budgets.
Strategic turns include construction, maintenance, research, foreign relations, and deployments. When war begins, tactical battles allow fleets to maneuver, scout, launch attacks, and attempt to defeat enemy forces using ships developed during the campaign.
